Converting to MXF can I duplicate a stereo track to fill up four stereo tracks at output?

We're converting all our promos for tapeless delivery for broadcast and have been trying a bunch of different options.

 

One of the requirements are that each file has 8 audio tracks.  I'd really like to avoid having to render things from Ae, then take them into FCP, double up on all the audio tracks (to get 8) and then re-render the stuff out to get re-wrapped into MXF.  The evaluation of EVS XF Converter does this with no problem, but since we've already got AME 2014 we figured we'd give it a try.

 

The result we've been getting is that an 8 track mov get's it's audio mixed down to stereo for some reason, and a stereo mov won't double up... what am I missing?

 

Ideal would be to have a stereo track doubled up to four stereo tracks at conversion.
