Setting datarate in Adobe Media Encoder CC

Hi there. I am working on a Mac OSX, using After Effects CC, Media Encoder CC. I am creating 1-minute animations in After Effects timed to vocals. These animations are entirely imported mini animations put together by layers in Illustrator and imported into After Effects where they are timed to the vocals using quite a bit of Enable Time Remapping. These videos are 15 frames/sec. The pixel area is 460 x 530.

 

The client for these animations has requested a datarate of 200 kbps. In Media Encoder, I have the target bitrate set to .2 mbps. When I check Movie Inspector in Quicktime, the datarate is anywhere between 300 and 500.

 

My question is where can I set the datarate in Media Encoder? Does the target bitrate take care of this? If so, how do I achieve a datarate of 200 when Media Encoder does not allow a lower target bitrate of .19?
